The Community Affairs Division awards federal funds to assist local agencies providing assistance to needy Texas residents. Application intake, income verification, and all client services are handled by these local agencies; TDHCA does not provide any services directly to individuals.

CSBG provides funds to Community Action Agencies, nonprofit organizations and units of general government to alleviate the causes and conditions of poverty in communities. CSBG is funded by the U.S Department of Health and Human Services (USHHS). TDHCA provides 90% of its CSBG funds to Community Action Agencies while five percent of CSBG funds are awarded on a competitive basis for a variety of programs that fight poverty and provide disaster relief. WAP is operated with funds from the U.S. Department of Energy (DOE), and the U.S. Department of Health and Human Services Low Income Home Energy Assistance Program (LIHEAP). WAP is designed to help low income customers control their energy costs through installation of weatherization materials and education. More »
