Program Details and Overview

The Homeless Housing and Services Program was established during the 81st Texas Legislature through an appropriations rider and codified during the 82nd Texas Legislature. HHSP funding is allocated to Texas municipalities with populations of 285,500 or greater for the provision of homelessness prevention and homeless services through two distinct program set-asides: General Set-Aside and Youth Set-Aside The use of Youth Set-Aside funds is restricted to providing homeless assistance to youth under the age of 24.

Through HHSP, the state provides funding to the nine largest cities in support of services to homeless individuals and families. Cities currently served through HHSP include Arlington, Austin, Corpus Christi, Dallas, El Paso, Fort Worth, Houston, Plano and San Antonio.

Eligible Activities

The HHSP provides funding for:

  • Construction, development, or procurement of housing for homeless persons;
  • Rehabilitation of structures targeted to serving homeless persons or persons at-risk of homelessness;
  • Provision of direct services and case management to homeless persons or persons at-risk of homelessness;
  • Essential services for homeless persons or persons at risk of homelessness;
  • Operation of emergency shelters or administrative facilities.

Youth and Young Adult Homeless Program

The 88th Texas Legislature established a one-time Youth and Young Adult Homeless Program through an appropriation of supplemental funds for a one-time allocation of $1,000,000 for the provision of homeless housing and services to youth and young adults age 24 or younger in Fort Bend County.

The Department will implement the Youth and Young Adult Homeless Program through private nonprofit organizations with a 501(c)(3) tax exempt status and units of general purpose local governments (Subrecipients).

Organizations interested in applying to administer the Youth and Young Adult Homeless Program in Fort Bend County must review the 2024 Youth and Young Adult Homeless Program Notice of Funding Availability (NOFA) by accessing the Department’s NOFA webpage.
