General information about the TDHCA Section 8 Program, including Payment Standards and Utility Schedules, PHA Plans, and TDHCA’s Administrative Plan
The Department is one of several different Public Housing Authorities (PHAs) that run Housing Choice Voucher Section 8 programs across Texas. Each PHA covers a specific service area. TDHCA does not have oversight of other PHAs. TDHCA serves a 34-county area.
TDHCA is required to submit PHA Plans to HUD. These include a 5-Year Plan, and an Annual Plan which is adopted by the TDHCA Board of Directors each year.
The Administrative Plan outlines how TDHCA will administer its Section 8 Program, and includes information about all aspects of program administration.
The Payment Standards for TDHCA’s Section 8 Program are adopted annually. The Payment Standard is utilized to determine subsidy amounts based on voucher type, unit size, and location of the housing unit.
Utility Allowance Schedules are developed in accordance with the Code of Federal Regulations 24 CFR 982.517 as required by the U.S. Department of Housing and Urban Development and are updated annually. Schedules are available for select counties in TDHCA’s Housing Choice Voucher service area.
