Individuals seeking utility assistance can no longer apply for utility help through the texasutilityhelp.com website. To apply for utility assistance, please go to the Department’s website at https://www.tdhca.texas.gov/help-for-texans and select “Utility Bill Payment Help”, then enter the County or City you reside in and click “Find help” to obtain contact information on the utility assistance provider in your area. The search will also include the Texas Information and Referral Network (dial 211) for your area that can provide information on other emergency assistance resources in your area.

Texas Utility Help was funded with federal funds through the Low Income Home Energy Assistance Program (LIHEAP) and Low Income Household Water Assistance Program (LIHWAP). Federal funds for LIHEAP were appropriated by Congress through the Infrastructure Investment and Jobs Act, Supplemental Funding through the 2023 Continuing Appropriations Act, Supplemental Disaster Funding through the 2023 Continuing Appropriations Act, and the American Rescue Plan. These funds were administered by the U.S. Department of Health and Human Services and provided to the states. The temporary water assistance program, LIHWAP, was funded through the Infrastructure Investment and Jobs Act and the American Rescue Plan, with funds dedicated for home water bill assistance and was also administered by the U.S. Department of Health and Human Services. There is no longer any funding available for water bill assistance.

Due to the limited amount of funding received, Texas Utility Help stopped accepting applications for energy assistance on September 15, 2023, and for water assistance on November 3, 2023; however, the Department continues to receive regular allocations of federal LIHEAP funds and provides this funding to a network of subrecipient organizations throughout the state. The current utility assistance providers can be found at our Help for Texans website at https://www.tdhca.texas.gov/help-for-texans.

  • $37,992,947 in LIHWAP funded water assistance provided to 96,691 persons
