The Texas Department of Housing and Community Affairs (TDHCA), with input from the Texas Interagency Council for the Homeless (TICH) and the Texas Veterans Commission (TVC), conducted a study on homelessness among veterans and submitted a report to the Texas Legislature on December 1, 2016.

About the Study and Report on Homelessness among Veterans

The Study on Homelessness among Veterans is required by Senate Bill 1580 (PDF), 84thTexas Legislature, Regular Session.

Per Senate Bill 1580, the study includes on the following information:

  • The definition of homeless veteran used for the study
  • The status of homeless veterans in Texas
  • The statewide and local entities providing services for veterans
  • The funding sources of services for veterans
  • Recommendations to the State’s approach to address veteran homelessness
  • Recommendations to State law to assist homeless veterans
