TDHCA is releasing a proposed rule action for 10 TAC Chapter 7, Subchapter C, Emergency Solutions Grant, Section 7.34 Continuing Awards and Section 7.36, General Threshold Criteria, and asking for public comment. The proposed rule action was approved by the TDHCA Governing Board on February 6, 2025. All public comments must be received by 5 p.m., Central Time, on March 21, 2025.

The proposed rule changes to Section 7.34 intend to ensure TDHCA maintains compliance with federal reporting deadlines by establishing new criteria for applicants with regard to eligibility. The updates provide a tangible incentive for subrecipients to report annual data in a timely manner. 

The proposed rule changes to Section 7.36  intend to increase the number of reports submitted by subrecipients in a timely manner. The proposed change will limit the number of delinquent reports to two or fewer within a six-month period for subrecipients to qualify for a continuing award.
